Health Technology AssessmentL1: INTRODUCTION IN HTA/ ECONOMIC EVALUATION Life expectancy at birth is increasing, but health expenditures per capita and in total are increasing. Most of the health ... care spending is publicly financed. Resources are scarce, money spend on a specific technology can’t be used for a different technology afterwards. Money spent on resource can’t be spent on other sectors (education etc.) Decisions have to be made. To assess treatments quality adjusted life years are measured. This takes life expectancy and QOL into account. Budget impact: incidence * costs. This measures the costs for society. HTA was designed to make informed choices in healthcare: -Important advisory tool to make transparent and unbiased decisions -Compulsory for deciding on reimbursement in many countries -Assure value for money. Definition: systematic evaluation of properties, effects and/or impacts of health technologies and interventions. It covers both the direct, intended consequences of technologies and interventions and their indirect, unintended consequences.
