1. Describe the nature and causes of the U.S. Postal Service orientation problem in this case. The Nature of the Orientation Problem: The most important and significant problem area with the orienta ... tion in this case is that the U.S. Postal Service orientation process is not being followed consistently from station to station. The case states Burgess had learned from a former trainee that the orientation provided by the direct supervisors has changed over the last 5 years and has varied from practically no training to fairly extensive training (Human Resource Management Applications P. 172). In addition some trainees were given assignments with little no training and were allowed to “sink or Swim” (Human Resource Management Applications P. 172). The inconsistent training had caused a 17% turnover rate with new trainees in the first 90 days. The case also stressed a consistent message that supervisors had poor management and training strategies and in some cases were considered “SOB’s” and difficult to deal with. In Edith Jone’s case over the 10 weeks working her new facility, she had not received any on-site orientation including no written materials, no help or support from her supervisor including on-the job training or job instruction training. Instead Edith was being berated by her supervisor for completing her route late and working overtime even though she had asked for support and was denied. The Cause of the Orientation Problem: The cause of the training problem is that, as a part time trainer Carol Burgess is spread too thin and is responsible for the proper training of new trainee letter carriers. Carol is not giving proper training by handing each employee written material and giving the impression that each trainee will receive the proper OJT when they arrive on-site at their new facility. In addition since Carol is aware of the negative complaints coming in about supervisors, she is not following proper protocol and reporting the hostile work environments to HR. If orientation was being followed properly there would be less turnover. 2. What types of orientation for new employees should direct supervisors provide at the worksite?
