Risk Management Plan for the Houston Community Hospital Project Project Description and Objectives: The scope of this project consists of the construction of the new seven-story Hospital b... uilding, a six-story North Parking Garage (804 spaces), a two-story South Parking Garage (429 spaces), a two-story Central Energy Plant, and the construction of an underground Utility Tunnel. We decided to outsource the medical equipment installation and programming to a specialty company called CMI. CMI prepared a Programming Phase estimate in parallel, but strictly independent, from the Construction Manager. High-quality equipment will be used for implementation. As is normal at this phase, there was very little information, except for narratives and sketches. By using query files for communication with the Design team, CMI was able to solidify the Program and prepare an in-house estimate with a fair number of line items and unit prices. The project should take 18 months to complete and estimated budget costs at 80 million dollars with a contingency reserve of 20 million dollars. This is a high-priority project with emphasis placed on the safety and compatibility of new equipment in relation to end-user protocol. Objectives of the Risk Process: The objectives of the risk process include the preservation of the operating effectiveness of the organization, to make sure that it is not prevented from attaining its other goals by pure risk or the losses arising from those risks. Also, and equally important, is the humanitarian goal of protecting employees from accidents that might result in death or serious injury. These are the top-priority or “red” zone risks. Other goals include focusing on cost, efficient use of resources, social responsibility, and preserving good public relations. “Green” risk will include the time it takes to complete the project and other risks such as government legislation, and political or environmental risks.
