GUIDELINE TO THE HAAD PQR
The PQR or the Professional Qualifica!ons Requirements (formerly known Personnel
Qualifica!ons Requirements) is a reference to standardize the requirements of licensing
health professionals in Abu Dhabi. The PQR standards dictate the minimum
exper!se generally necessary for performing heath care related prac!ce within a
broad category. The Standards are not designed to provide rela!ve evalua!ons of
individuals (i.e. iden!fy the best individual for a given posi!on).3There are two basic
components when evalua!ng health professionals for licensing
1. Academic degrees
2. Professional experience
Academic degrees include educa!onal experience/cer!fica!ons obtained by the
health professional. Professional experiences include substan!ve, salaried experience
relevant to the discipline being considered for licensure. Though both components
are necessary for licensure of all health professionals, the type and extent of
these components is unique to each discipline.
What is the purpose of developing the PQR?
The purpose of the Professional Qualifica!on Requirements (PQR) for Health Care
Professionals is to ensure that all health professionals of the Health Authority - Abu
Dhabi (HAAD) meet and maintain professional qualifica!ons and experience standards
set to ensure quality health care within universally accepted health care standards.
. It is the responsibility of the Health Authority Abu Dhabi through the department
of professional licensing, as stated in the Resolu!on No. 97/2002 issued by the
Director of H.H. Office dated 23.6.2002, to maintain the PQR within the predetermined
universally accepted healthcare standards and to ensure candidates meet or
indeed exceed the qualifica!ons as detailed in the PQR.
Are the PQR Standards mandatory or are they guidance?
The standards are mandatory and any health professional licensed in the Emirate of
Abu Dhabi must comply with such standards. Standards depicted as “preferred” are
strongly recommended for healthcare providers/employers to consider but are not
mandatory requirements for licensing.
How were these Standards produced?
Since its first publica!on, the PQR is the result of an extensive and con!nuous research
and consulta!on with:

What are the major differences between PQR 2008 and new PQR 2011?
The new changes in the PQR 2011 can be summarized under 3 major areas;
1. Modifica!on of nomenclature
2. Change of the qualifica!on or the experience requirements for some posi!ons
3. Addi!on/Removal of medical professions

INTRODUCED IN THE PQR 2011
Doctors
1. Tier 1 years of experience required is reduced from 3 years to 2 years.
2. UAE Na!onals with Tier 2 qualifica!ons: will immediately qualify for Specialist
upon comple!ons of cer!fica!on (1 year of experience post cer!fica!on no
longer required)
3. For UAE Na!onals Tier 2 qualifica!ons: each year clinical fellowship (from Tier
1 countries) is counted as two years of clinical experience
4. Tier 3 qualifica!ons (previously called “medical specialist equivalency table”)
