9.1. Describe Washington’s presidency as he set a precedent for the new office and created a
Cabinet.
George Washington Inaugurates the Government in 1789 after being elected as
President under the Electoral College.Every step set a new precedent and creates the Cabinet
that consisted of 5 positions. These 5 people met regularly to advise and assist the President,
adding to the Executive Branch. He Creates positions such as:
Secretary of State -- Thomas Jefferson
Secretary of Treasury -- Alexander Hamilton
Secretary of War -- Henry Knox
PostMaster General -- Samuel Osgood
Chief Justice -- John Jay
Attorney General -- Edmund Randolph
9.2. Explain the significance of early legislation passed by Congress, such as creating the Bill of
Rights and the 1789 Judiciary Act.
They had to create a Bill of Rights as it was a condition for the ratification of the
constitution. This would set the expectations of all states across the United States. They settle
on 10 rights (1-8 protect individual liberties and 9-10 protect federal and state authority) by
1791.
The 1789 Judiciary Act establishes the US Judiciary system since there is little to no set
stsystems in place from The Constitution.It set the number of Justices at 6 (1 Chief and 5
Associates), the 13 judicial districts with a circuit court and district court in each district. This act
also created The Office of the Attorney General.
Significant Issues in the new nation: Commercial and civic growth, Economic policy,
Public debt and taxation, Whiskey rebellion, Foreign affairs, Treaty with Great Britain, Limits offederal power. These issues allowed for the formation of the political parties.
