Health Reform Plan Essay
In the United States, health care reform is an issue that has always one of the main topics
of debate and struggles for American politicians and citizens. Also, health care reform is
described as governmental policy that affects the way health care is delivered and is a term used
by health insurance and health care markets to find a way for the health market to be competitive
with one another. Health care reform main purpose is to increase the customer’s choice and make
the health care market more sensitive to the consumer instead of what the provider’s needs.
(Marušič & Prevolnik Rupel, 2016). The Affordable Care was designed to increase the number
of individuals to have health care coverage no matter their income level; however, many people
that are at or below the poverty line still cannot afford any health care insurance but are still
penalized for not having any health care coverage and decreases the likelihood they will seek
any form of medical. However, in 2018, there were 27.5 million people uninsured compared to
the 25.6 million individuals in 2017, so despite the ACA’s intentions there were more people
uninsured. The number of individuals covered by Medicare decreased by 0.7% and health
insurance through an employer rose to 47.3% and Medicaid increased by 15.2% (Berchick,
Barnett, Upton, 2019). If given the chance to reform health care in the United States, the part to
change would be to let each individual have greater access to health care no matter their financial
status. Furthermore, the paper will discuss the conflicts between federal and state policies,
Standard of Care approach vs. current approach used, how reform will ensure public health
preparedness, and how much of the United States’ gross domestic product would be used for
health care.

Conflicts between Federal and State Policies
In health care reform there can be many conflicts between the federal and states
governments due to a difference on what is good for the health of the nation and what is good for
the people in the individual states. Also, a conflict would occur between the federal and state
governments revolving around the individual states’ role in implementing the Affordable Care
Act because the state would be responsible for implement the ACA through the states’ health
insurance marketplace. In addition, the state would have to require people and small business to
provide minimal health coverage to all employees because the ACA was aimed for have all
American citizens to have access to affordable and quality health care coverage by increasing
competition and transparency of health care cost. However, some states that have resisted the
Affordable Care Act have only made the processes more complicated but altered the ACA’s form
as well. Additionally, seventeen states will operate and initiate their own exchanges, seven states
will have partnership with the federal government in which funding and operating will be shared
by the state and federal government, and twenty-six states refused to run the ACA which means
the federal government will have to implement and run it. This means there are mixed feelings
on how the Affordable Care Act will expand coverage to all American citizens but still provide
health care to individuals who are not (Sommer, 2013). Furthermore, the conflicts between the
state and federal governments policies would delay American citizen from getting the health care
they need.
Standard of Care Approach vs. the Current Approach
In the health care industry, all patients should be guaranteeing the highest quality of care
