The promulgation of the Constitution of Kenya on August 27th, 2010 marked an important turning point in the history of the nation. Over 67% of Kenyan voters endorsed the enactment of the Constitution,... setting the country to a path of transformation on its political, social and economic domains along egalitarian and democratic lines. Today, devolution is one of the biggest achievement of the 2010 Constitution. The operationalization of the devolved system of governance in Kenya, was effected soon after the after the enactment of the Devolution Bill (Act No.17 of 2012) by members of the 11th legislative assembly. The bill paved way for the conferment of powers to 47 devolved units (counties) to oversee the implementation of critical government functions and extend the development agenda to historically marginalized regions of the country. Since the onset of devolution, a total of 1.5 trillion had been allocated to Kenya’s 47 counties as equitable share from the national government from the financial years 2013/2014 to 2018/2019 (GoK, 2019). Out of the Ksh. 1.5 trillion, the 47 counties have received Ksh. 302 billion based on their level of poverty, 126 billion based on land area and Ksh. 6 billion based on the development index.
