On January 30, 2020, WHO announced COVID-19 as a Public Health Emergency of International Concern and on March 11, 2020, it was given the status of a pandemic.[1] The pandemic has presented unique challenges to quality improvement at various levels with a need to rigorously reform and update existing policies to combat the surge of the public health disaster. The Massachusetts DPH released an Infectious Disease Emergency Response (IDER) Plan on February 2020, describing the department’s operations for an infectious disease emergency response, outlining department roles and responsibilities, and details the procedures and the coordination among and across responding agencies to ensure an effective operation.
