On January 29, 2000, Jerry Bryan addressed the Partners in Special Education Task Force to discuss redesigning a plan that involved working with the Special School District (SSD) and 23 partner districts. During this reconstruction there were three critical steps he discussed: 1.) “Transformational Change” 2.) “Transparency” 3.) “Teambuilding” There were five vital time periods within our history of learning disabilities: European Foundation Period (1800 to 1920) U.S. Foundation Period (1920 to 1960) Emergent Period (1960 to 1975) Solidification Period (1975 to 1985) Turbulent Period (1985 to 2000) During the Turbulent Period (1985 to 2000) several issues threatened to tear the field of learning disabilities apart. From 1976 to 1999 the number of students that identified as having learning disabilities doubled to more than 2.8 million Some have argued that there may be good reasoning behind the growth in students, who are identified as having learning disabilities. Many believe this is due to the fact that there have been more breakthroughs in diagnosing children. On the other hand, some have disagreed, and believed that the increase was due to misdiagnosed children. By looking at special education and learning disabilities through the historical lens, we can view this topic by using prime sources from people, living during the evolution and development of special education and learning disabilities.
