The Community Project of Cure Assessment 1 Feasibility Study Proposal Overview | Capella University Section I: Organization Background Whitaker Memorial Hospital w... as established in the early 1900’s with the purpose of serving the health needs of the African American community in Brookville Heights, East of Newport News, Virginia (Makamson, 2006). The hospital had faced many challenges and financial problems. While the hospital has expanded overtime, in 1980 the hospital’s demand began to decline creating financial problems which resulted in an attempt to develop a strategic plan. The case presents internal complications with management, operations, and changed market conditions (Makamson, 2006). In 1995, the director of the hospital, Dr. Bryant was able to successfully lead an attempt to protect the hospital from a unification by disputing the authority of the sitting board and vowing to continue the hospital’s operation as a community institution (Makamson, 2006). Frustrated by the exclusion of health care available for the white societies, four African American physicians decided to create a fund raiser to help rent a four room building, creating a hospital for people of color for the community. Years later, the Whitaker Memorial Association Hospital became a non-profit hospital for the public which offered financial support and authority to the hospital. The hospital values patient quality care and intent to expand as a hospital, to treat patients in their community. While there are more hospitals in the community which serve the white population, the hospital’s mission is to provide quality medical care to the city’s growing black population (DHR Virginia Department of Historic Resources, 2019). It becomes very difficult and challenging for a hospital that is facing financial problems, to meet their goals and values however, their client base is intended to treat patients of color. The Newport News has a population estimated of about 183,000 people (DHR Virginia Department of Historic Resources, 2019). The East End is a region that is conquered by the community of colored individuals, producing 90% of the total population and 34.1% of the total Newport News populace (DHR Virginia Department of Historic Resources, 2019). Whittaker Memorial hospital’s revenue over the years, did not improve or increase and in fact, decreased by the year, forcing the hospital to shut down due to bankruptcy. A Board of Trustees were designated to manage the hospital while ensuring the community-maintained control because previously, the hospitals management team and operations were not implementing very well, leading to poor outcomes (Makamson, 2006). This change lead the hospital to experience rapid growth which eventually developed the creation of a School of Nursing to train and teach personnel for the hospital (Makamson, 2006). In 1995, the hospital’s financial status continued to decline in revenues and occupancy, facing bankruptcy and debt (Makamson, 2006). Also, to personnel’s being laid off or fired. The hospital was unable to keep up with the hospital expenses due to debt. The hospital board attempted several options to restructure the hospital but was not successful at doing so. One attempt was the conversion of the psychiatric case but did not pass because the hospital required outside approval for a separate license than what was currently held. Another option was merging with another community based hospital, but many were against this idea. While the company suffered a lot during this tragedy, this paper will present a project that will help save the hospital and prevent further damage. Section II: Objectives of the Proposed Program3 FEASIBILITY STUDY: PROPOSAL OVERVIEW Medical bankruptcy has been an occurring problem in America over the last several years. While there are many reasons behind medical bankruptcy, a few of which are results are government reimbursement, management problems, and lack of patient coverage; Affordable Care Act (Minemyer, 2018). With these being the top three leading causes of bankruptcy, a project will be developed to improve medical care and prevent the hospital from going bankruptcy, leading to hospital closure. This project will consist of a board of trustees and managers who have at least ten years of experience in their field, have successfully met organization goals and present an effective purpose of why they should be chosen to be a part of this project. Developing a plan or project will require a strategic plan, followed by decisionmaking in order to ensure that the right or efficient decision has been made. [Show More]
