CPM1_Task_3_Program_Requirements.pptx CPM1 English Language Learners in Tennessee CPM1 – Task 3 Tennessee State Requirements & National Standards for English Language Learners • The U.S. Department of Education reports that 9% of our learners enrolled within The U.S. Public School System are English Learners, (U.S. Department of Education & U.S. Department of Justice, n.d.). • In Tennessee, these learners make up over 4% of the school population, (TN Department of Education, 2018). These numbers are projecting to grow each year, and it is the responsibility of The U.S. Department of Education and each state school entity, to provide Language support services to these learners so that they may have access to education and life opportunities. The requirements and guidelines established by the U.S. Department of Education align closely to what is required in the State of Tennessee. Tennessee closely adheres to the U.S. Dept. of Educations requirements. Both require a two-step process in identifying English Language Learners. First, a Home Language Survey is to be completed and then a recognized, quality language assessment is to be conducted, focusing on all four Language categories: reading, writing, listening, and speaking. Results of this (these) test determine the services provided to the student. The test used and how many tests are given is determined by the state in which the student attends school. TN parent roles and rights align with what is required by the USDOE.
