Country to Compare The country I chose to compare to th... e United States healthcare system is Japan. A1. Access Access to healthcare in Japan is incredibly easy. Japans constitution expressly declares that citizens have a right to health and that it is the states responsibility to ensure this right can be realized. The governments commitment to health for all led to universal health care coverage in 1961 (Japan Health Policy NOW, 2020). Japan has a Statutory Health Insurance System (SHIS) that provides universal healthcare coverage to all residents of Japan. Participants are free to choose health care facilities, and receive good quality of care with comparably lower prices (Asia Pacific Observatory on Health Systems Policies, 2018). Japan has 3 different insurance schemes: Employer Based Health Insurance, Residence Based National Health Insurance, and health insurance for persons over age 75. Employer based is just that, for residents of larger companies that supply health insurance plans to their employees. National Health insurance is for those that work for smaller companies that do not offer insurance plans, unemployed residents, and any resident that is retired, but has not yet reached the age of 75. For pediatric patients in Japan, the childs health care covered is based on their parents employment status.
