Twenty four percent of the current force will be eligible for retirement in five years. This will create openings that will need to be filled. 2.) Also, allowing for internal promotions due to the contract with the union, one quarter of the current force will need to be replaced. 3.) The third factor that can influence the labor demand is the resignation of officers or the termination of officers. This could be the least predictable of the three labor demand factors. A2. Labor Supply Three factors influencing the labor supply are as follows: 1.) Climate. The intemperate climate may lend itself to one reason the labor supply here is low. People are more and more wanting to live where the weather is more “stable” or not so cold in the winter or too hot in summer. 2.) Cost of living in the state. With the cost of living as high as it is, the only way for some to justify relocating here is if they receive a wage to offset the COL. Why would an officer that is receiving a pay that lives somewhere that has a low cost of living come here for the same or less that he/she is already receiving? 3.) Out of state migration. With one of the highest out-migration rates in the nation due to the high cost of living, the supply for qualified candidates is suffering. B1.
