Indeed, such advocacy groups have gone farther than to just help lobby for and implement policy change. Rather, as Keck and Sikkink suggest in their work Activist Beyond Borders (1998), “ More than other kinds of transnational actors, advocacy networks often reach beyond policy change to advocate and instigate changes in the institutional and principled bases of international interactions:” (Keck & Sikkink, p. 2) As such, international advocacy groups have often represented grassroots movements within the countries they operate. However, perhaps more than anything at all, advocacy groups have helped to hold the international community accountable and aware of the role the state and its citizens have in terms of existing in an international system or community.
