For some, it worked while for the others it was a complete failure. One such ruler, Mohammed Ali, used this opportunity to learn from the western world. Al-Tahtawi was sent by Ali to learn and understand France. He was to become an important part of Ali’s defensive developmentalism plan. What is defensive developmentalism? Every ruler wants to strengthen his state to avoid internal and external threats and to effectively manage the population and the resources. Defensive developmentalism was a way by which rulers could adopt western ideas and workings to not only understand a prospective enemy but also to adopt new ways to better suit the country as a whole.
