This agency was created under the Department of Health, Ed... ucation, and Welfare (HEW) to coordinate Medicare and Medicaid. Later HEW was divided into the Department of Education and the Department of Human Services. By 2001 HCFA was renamed Centers for Medicare and Medicaid Services, commonly known as CMS. It is under the 10th Amendment of the US Constitution that requires states have primary responsibility for public health. Each state must provide high-quality patient care and safety in healthcare facilities. Regular on-site surveys are conducted in these facilities to ensure that this is happening.
