TASK 2 C799.docx C799 Task 2: Trends in the Ecosystem C799 Healthcare Ecosystems A. IMPACT ON GROWTH Henry J. Kaiser co-founded Kaiser Permanente with doctor Sidney R. Garfield. When World War II... started, Henry Kaiser started ship-building. He created the shipyards that built Liberty ships. Sidney Garfield MD opened a general hospital in the Mojave Desert in 1933. The hospital started a fee-for-service. It was during the Great Depression and slow to non-payment for services became a huge problem. Dr. Garfield refused to turn away people who were sick or injured. With the help of an insurance agent Dr. Garfield started the pre-payment system. The insurance companies would pay a fixed amount per day up front per covered worker. Many workers enrolled, and the hospital became a success. The shipyards grew with the construction of the Grand Coulee Dam. World War II brought thousands of workers to the shipyards in California, Oregon, and Washington. Henry Kaiser needed to provide healthcare to all his workers and he needed Dr. Garfields help. He went so far as to ask President Franklin D. Roosevelt to release Dr. Garfield from his military obligations so that Dr. Garfield could run a prepaid group practice for Henry Kaisers workers. At the end of World War II, the shipyards closed, and the doctors lost most of their patients. In the Northwest a small among of doctors wanted to stay and were committed to the prepaid concept.
