Additionally, problem-solving is based on the perception that crime and anarchy can be reduced in small geographic areas through critical analysis of the features of problems within a locality then incorporating the available resources (Bureau of Justice Assistance, 1994). Another assumption of problem-solving is that people make decisions based on the opportunities facilitated by the immediate material and social uniqueness (Bureau of Justice Assistance, 1994). Even though the authority figures acknowledge the effectiveness of the problem-solving model, there is a growing need for community involvement to facilitate the program's success (Wesley et al., 2000). For the State of Virginia, identifying the crucial causes of crime relies greatly on an in-depth familiarity with the afflicted society. Additionally, community participation in defining and setting objectives will help practical problem-solving activities by both the police and the community.
