CJ 310 Journal w4.docx Running head: DHS LEADERSHIP 1 CJ 310 DHS Leadership Southern New Hampshire University Before the attacks conducted on September 11, 2001, state and local law enforcement within the country operated within their own jurisdictions. Criminal investigations, order maintenance, patrols, search and rescue, and crime laboratory analysis were conducted separately and without any help from outside agencies (Martin, 2019). Prior to the formation of the modern homeland security environment, the all-encompassing mission of police agencies was to serve at the law enforcement capacity and had few resources to prepare for and respond to domestic security emergencies (Martin, 2019). However, after the new homeland security environment was established, state and local police became front-line members to augment an internal security mission, tasks with arranging and initiating civil protection operations (Martin, 2019). This flawed system was identified in the 9/11 commission, which identified six areas that required restructuring in the intelligence community before 9/11.
