The purpose statement does make sense and it is easy to comprehend the healthcare problem. There is an abstract at the beginning of the article that is clearly structured. It also provided enough information on the subject for me to become interested in the topic. The article also includes an introduction of the topic, the introduction is clearly bolded at the beginning of the article.
