Prior to the Don t Ask, Don t Tell policy homosexuals were not allowed to serve openly as a high ranking official (Britannica, 2016). Due to this nature, President Clinton sought to end this prohibition by issuing the policy known as Don t Ask, Don t Tell that was later passed by the House of Representatives (Ike, 1993). The road to end the ban of homosexuals having high ranking officials ended when the bill was signed by President Clinton in 1993, and fully took effect February 28, 1994 (Britannica, 2016).
