If someone is attracted to a child and cannot control themselves then they should do anything and everything in their power to not let it happen ever even as far as castration. Sexual abuse has existed throughout US history, but it was not until the twentieth century that it began to be reported. Reported it was but also ignored to save face of the family. Those that should have not hid it like doctors, social workers, teachers, and even attorneys did so just to well really who knows why someone would not help a sexually abused child. In 1973 The Child Abuse Protection Act was born not only for sexually abused children but physically abused children as well.
